The Senate Finance Bill, the one now being considered in the Senate, raises the threshold for itemizing medical expenses to 10%, from 7.5%, of adjusted gross income. In effect, this means that Medical Expenses will be less valuable to taxpayers, since more expenses are needed in order to get to the point where the taxpayer can itemize them. HR 3962 includes no such change. The Senant Bill exempts people 65 and older from this threshold increase.

This is, of course, on the revenue side of the Senate Bill (as deductions go down, income tax liability goes up).
